History of Scouting in Sri Lanka

Scouting was Started in Sri Lanka 106 years ago1n 1912, initiated by a British Colonial civil Engineer Mr. F.G. Stevenson then residing in the  Christ Church College Matale Administrative District in the Central Province. Within a few years the Movement spread to other parts of the island more particularly to the Administrative District of Kandy, Colombo, Galle, and Jaffna.

At the time of Mr. F.G. Stevenson’s  departure in 1945 from the island, Branch Associations had been opened in several other Districts making a total of 20 Branches. The first  National Jamboree was held in sri Lanka in the District of Colombo  in the year1959. This was followed by 7 other Jamborees held in Colombo, Anuradhapura, kurunegala, Balapitiya,Nuwaraeliya Kandy   Hambanthota and Jaffna.

In addition to these Jamborees the Association also staged a SAARC Jamboree  in 1990 in Colombo with the participation of several National Scout organizations (NSO) in the Indian sub-continent, known as the first SAARC Jamboree.

By the year 2011 Sri Lanka National Organization reached 99 years. Scout population in Sri Lanka had increased to 46,000. This growth took place mostly in the period from 2003 to 2010.

The National Organization was opened only to boys until 2007. Sri Lanka Scout Association decided to open the Movement to girls in Scouting on a proposal Made by the then Chief Commissioner. SLSC ACT & Rules was amended in 1999 for this purpose. This step was a new opening for the organization and the proposal  was cautiously implemented  in stagers with the first Girl recruits being in the Cub sector. In 2009 the stage was set for bringing in the girls in scouting in the age group of 12 to 17. At the time of planing the APR Jamboree, Girls in Scouting had a membership of 5500 including Adult Leaders and had by then enjoyed camping experience having attended two national jamborees and also taken part in 3 foreign Friendship Camps in Bhutan, Bangladesh and India.

Junior Scout

Junior Scout Section can be started in Schools at Grade 6 - 9 (10 1/2 – 14 1/2years.)

Colour : Green
Units : Junior Scout Troop - Each Troop consists Patrols
Patrol : Each Patrol consists of 6 – 8 Scouts.

Objectives of Junior Scout Section

To achieve the Personal development of School Children of 10 1/2 – 14 ½ years in physical, intellectual, emotional, social, spiritual and cultural educational objectives. To help build character.by admiring nature, reading Scouting for Boys Book, playing games, camping and participating in Explorer activities. To build Character using the progressive Badge system of Scout Master’s Award, Group Scout Master’s Award, District Commissioner’s Award, Chief Commissioner’s Challenge Award, To bring out the talents through the 52 Junior Scout Proficiency badges and 3 International Badges.

Methods of Training

Conducting an outdoor meeting for 2 hours by a Phase I trained Cub Scout Master or Mistress. The meeting should be according to the Scout Programme.

Senior Scouts

Adults mentor Scouts through the key aspects of the planning and reviewing of the program. Senior Scouts Adults provide support and advice to all members of the Unit and, as required, Project Patrols. They provide a supportive and safe environment.

How to start a Senior Scout Troop (Unit)

A Scout Master or Mistress who has followed Phase I Introductory Course can start a Senior Scout Troop. There should be a minimum of 12 or maximum of 40 children. In a Troop(Unit) there can be several Patrols . In each Patrol there can be 6 – 8 scouts. Each Patrol can have names of National Heroes.

Rover Scouting

Adults in the Rover Scout section primarily play the role of an Advisor, offering their support to Rovers as required.

Rover Scout

Age range – 17 ½ to 24 years

Objectives of Rover Scout Section

1. Molding one's life as a disciplined and valued person through spiritual development
2. Making the right mental and physical progress to take responsibility for socializing as a mature person
3. Personality and character development, good citizenship and building self-confidence
4. Improving the principles and training methods acquired through books and scout training, and making opportunities to study them further
5. Getting help to strengthen their own future by encouraging further education.
6. As soon as they have identified their academic limitations and talents, they should be able to reap the benefits of the vocational training opportunities and make their lives a success.
7. Continue the work of advising and contributing to the progress made after starting a career.

How to start a Rover Crew

A Rover Crew shall be started by a Rover Scout master who completed phase 1 of Unit Leader training in Rover Section. A Rover Crew shall include minimum of 6 and maximum of 24 Rover Scouts. Rover Crew shall contain several Clusters and each Cluster comprises of 3-6 Rovers.

Method of Training

Rover Crew meetings shall be conducted at least once in two weeks with the supervision of a trained Rover Scout master ( at least Phase 01) at a convenient place.

When Girls’ in Scouting of Rover Scout Section are trained, participation of a female trained Rover Scout master is compulsory.

It is compulsory to practice Crew method, Cluster method and Crew in Council in line with Youth program hand book of the Rover Scout Section.
